Utilities Organizing Around Risk Reduction.
America’s top risk scholars acknowledge that organizing around reducing a specific and identifiable risk or harm is extremely difficult to do (Sparrow, 2008, pg 15). This condition is exacerbated by a paradigm entrenched within utilities. For over 100 years, electricity generation, transmission, and distribution companies have been engaged in the creation and transmission of energy – flowing just one way.
America’s utilities are 99%+ successful in the delivery of dependable electrical energy, but are organized around that one-way model with security today being a known and primarily physical asset issue.
