Operations
Building in Security at the Pilot Stage
As operations lead, the last thing you want to do is to inherit a rework of your Smart Meter deployments. The fluidity of standards while AMI deployment is rapidly being executed can cause a serious and systemic security breach for your commercial and consumer accounts.
Changing your entire operation's organizational structure to allow for the identification of these new security risks is extremely difficult to do. What new skills does your team have to learn? What tools will they use to measure these new and varied risks? How do you plan for the investment required to mitigate these new risks?
You must set the metrics to measure the risks first, before the optimal mix of tools are selected or you will fall into the trap of not having your security tools correspond to the tasks at hand. For example ‘what craftsman would pick his tools before understanding the task?’ Sparrow, (2008) Pg. 151
You will be better positioned to meet regulatory and consumer demands for full scale AMI deployments when you specify in your RFP for a Pilot project, the need for robust, scalable, security tools capable of handling the task of securing millions of smart meters in your grid.

Do you currently specify that a secure proven security tool be built into AMI pilot projects?
